USAA Realco-Europe, B.V. (RealCo) is the European subsidiary company of USAA Real Estate.  The company was formed in 2014 and is based in Amsterdam, the Netherlands.  RealCo is a pan-European investor that is primarily focused on the creation of a modern logistics portfolio.  With time, it is expected that RealCo may include other property types in Europe as well as expand its co-investment activities in Europe through the creation of fund and separate account vehicles.  

Job Description

USAA Real Estate is hiring an Executive Director of Compliance who will focus on US investment advisor regulation, European AIFM/MiFID II regulation, and ESG disclosure and compliance.  This individual will report to the Chief Compliance Officer and will work closely with senior leaders in the firm's business units and coordinate with other internal support teams, including legal, finance, and marketing.  The role will initially be based out of the Company’s office in San Antonio, and then is expected to transition to its subsidiary office (USAA Realco-Europe, B.V.) in Amsterdam after 3-6 months.

 

Essential Duties:

  • Be a key contributor to the day-to-day implementation and operation of the compliance program in the US and Europe in order to ensure compliance with applicable rules and regulations, including SEC, CFTC/NFA, AIFMD, and MiFID II.
  • Assess proposed regulations for impact to the business and develop and implement policies and procedures to address relevant changes.
  • Provide compliance support to the European business including help register Realco Europe as an AIFM and helping develop a European specific compliance program tailored after the US program.
  • Participate in cross-affiliate initiatives and help integrate the compliance programs of the Company and its affiliates.
  • Assist in developing and implementing the enterprise-wide compliance matrix, including the compliance monitoring and testing program, as well as thematic reviews.
  • Help prepare key US and EU regulatory filings, including ADV, PF, and EU Annex IV reporting.
  • Assist with marketing material review, prepare committee minutes and agendas, and help support vendor due diligence.
  • Help handle regulatory communications, including regulatory examinations.
  • Additional duties, as assigned.

Requirements

Minimum Qualifications:

  • Bachelor's degree or higher, law degree or MBA a plus.  
  • 8+ years of related work experience in compliance.
  • Ability to think strategically with sharp analytical skills and strong attention to detail and accuracy.
  • Ability to work independently, and within a geographically dispersed team while running multiple sophisticated projects.
  • Ability to independently find opportunities to improve and enhance the compliance program.
  • Ability to identify and solve sophisticated issues in a team environment working with various levels of management and business partners.
  • Experience with writing, maintaining, and revising policies and procedures.
  • Experience with implementing control enhancements and operational efficiencies.
  • Advanced communication skills, both verbal and written, with the ability to express oneself clearly and influence effectively, with all levels of an organization.
  • Highly effective organizational, prioritization, and time management skills.
  • Regulatory experience in a compliance or legal role at a registered investment advisor with private alternative funds or with a financial services regulatory consulting firm.
  • Substantive knowledge of the rules and regulations associated with the Securities Exchange Commission (SEC), including the Securities Act Of 1933, the Securities Exchange Act of 1934, and the Investment Company and Investment Advisers Acts of 1940.
  • Understanding of key regulatory frameworks applicable to the business, including those enforced by the SEC, CFTC/NFA, ESMA and other European regulators.
  • Positive attitude and ability to build relationships across the business.
  • Experience working with compliance risk assessments, compliance monitoring and testing programs.
  • Familiarity with compliance management software, e.g. ACA Compliance Alpha or similar platforms.
  • Qualifications may warrant placement in different job title.
